• All Americans should enjoy equal access to the educational, social and economic power of the Internet. 
• All Internet service providers (Isps) should honour and uphold the open foundation of the Internet. 
• Free flow of information over the Internet; no blocking of lawful Websites; no unreasonable discrimination of lawful network traffic. 

Inslee's proposal would make Washington state the first in the nation to act on net neutrality.
